A Florida man is facing federal charges after trying to cross the Atlantic Ocean in a homemade vessel. The man, Reza Baluchi, was arrested by the Coast Guard for the fourth time while trying to self-propel his vessel. During the arrest, the man threatened to take his own life and made bomb threats.
